They are governed from the factory to 2700 rpm under load, 3000 high idle. Mine used to start defueling (cutting power) around 2200, and slowed to 2700. Took a LONG time to get to 3k. A governor spring kit is available to to start defueling around 3000. Any more than that and stronger valve springs are required (i.e. the 4k rpm kit).
Is this an auto? It should pull pretty strong to above 2k, timing may have slipped I guess if it really looses power at 2000? Does it start up ok?

yeah it starts fine it's 5speed it just seems to fall off after 2000 also it shudders at low rpms say like i come into a turn or something it acts like im luggin it in to high of a gear but the rpms are up

Replace the fuel filter and service the prefilter.

yeah im new to these things as far as i know it's stock it has a 8 inch stack out the bed and it huff s black smoke through all gears to the point you cant see behind it at wot it's strong up to around 2000 rpm has 229k miles on it i grabbed it from the junkyard for 900 bucks
