My sister borrowed my '91 for a few weeks and evidently ran it out of fuel a few times. Now, it smokes and has no power. Any recommendations?

Also, my '93 is surging at idle, but run's fine otherwise. Possible causes?

 

I would try a fuel filter change to start off with first. A lot of times on our trucks, when the fuel level in the tank is low, the motor sucks up all the crud in the bottom of the tank.
Also, try to purge the air out of the system before changing the filter to see if it helps any, if it doesn't then change the fuel filter.
