1989 no start
My 1989 cummins will not fire.
Turns over, no smoke.
Aftermarket lift pump 2009.
Crank for 30 seconds 100 cc of fuel (dodge says should be 750 cc)
Can hold fingers over fuel line at lift pump while cranking.
Priming lever still pumps small amount of fuel.
Do these models have fuel solenoid issues ever?

Yes, remove the solenoid valve and take the spring and valve out. Screw it back on . Truck will start but to shut it down use the manual lever on the side of the injection pump. Before removing valve first check for 12 volts at the solenoid valve terminal with key on. If have 12 volts then most likely solenoid valve is bad.

Pulled the shut off solenoid.
Plunger somewhat stuck in hole.
Removed plunger, re-installed solenoid, bled hp lines, started right up.
Solenoid leaking fuel between metal and bakelite/plastic interface, with plunger out.
Is this fuel leak normal with plunger out?

No you need to replace the solenoid valve it comes with spring and valve. Try online because very pricey from dealer to buy. $85 on Ebay http://www.ebay.com/itm/Fuel-Shutoff...9b94b6&vxp=mtr

It is the exact same solenoid as the VW Rabbit, save yourself a bunch of money, better yet, buy 2 and leave 1 in the glovebox and still save a bunch.
10 bucks each, look here.
